Are tablet computers subject to the VCCI scheme? What about smart phones?

Tablet computers are information technology equipment as they are ones evolved form of personal computers. So you are expected to submit conformity verification report on the model to VCCI and ship them with VCCI mark affixed. Smartphones, on the other hand, are generally inclined to be understood as equipment out of the VCCI coverage because they are controlled by the Radio Law as an extended form of mobile phones. As you may well know the international standards for the control of emissions from ITE are changed to CISPR32 from CISPR22. The substance controlled in CISPR32 is function while that in CISPR22 was equipment. As smartphones have both information technology functions and wireless communication functions, they are subject to CISPR32 in terms of the IT functions. It is our intention to reconstitute VCCI standards based on functions to be in line with the international standard. Therefore, we would like to ask you to affix VCCI mark on smartphones shipped from your company.

Do industrial plant controllers include general purpose NCs (numerical controllers) and PCs (programmable controllers)?

General purpose NCs are out of VCCI coverage as they are used in conjunction with machine tools. General purpose programmable controllers, on the other hand, are subject to VCCI scheme as they are regarded as information technology equipment. (see Article 3, RULES FOR VOLUNTARY CONTROL MEASURES)

Are sample ITE shipped for demonstrations to validate related software subject to VCCI scheme?

VCCI scheme does not stretch to sample shipment for exhibitions etc. as VCCI is concerned only with products shipped as merchandize. (See Article 2, RULES FOR VOLANTARY CONTOL MEASURES)

I understand that ITE using weak radio is regulated by the Radio Law. Therefore, it is out of VCCI scheme as it comes under (1) of Article 3, RULES FOR VOLUNTARY CONTROL MEASURES. Is my understanding correct?

It is true that a part of an ITE using weak radio is regulated by the Radio Law, but the rest of the ITE is subject to the VCCI scheme. Please perform conformity verification test under the status in which weak radio generation feature is disabled. For more details please refer to C. ITE with built-in wireless communication features, Normative Annex 1-1, RULES FOR VOLUNTARY CONTROL MEASURES.

We have two ITE which are completely equivalent in terms of cabinet and electrical circuits with each other except internal optical fiber wiring. Electromagnetic disturbance characteristics are also completely equal. Now my question is, is it necessary for us to file conformity verification report by testing each of the twin equipment?

It is necessary to submit a conformity verification report per ITE with different model name. However, it is allowed to carry out conformity verification testing once on one model and share the report with the rest (the twin, triplets and quadruplets etc.) on the condition that technical proof is available that their test results are completely the same with each other

I as a VCCI member plan to sell ITE imported from overseas in Japan. In this case if imported ITE are with marks of FCC and/or CE mark can I sell them in Japan without VCCI mark?

It is necessary for the product to bear the VCCI mark to be distributed in Japan any way. Please submit conformity verification report. (Please see Articles 9 and 10 of THE RULES FOR VOLUNTARY CONTROL MEASURES)

Are LED related products subject to the VCCI scheme?

Displays using LED are subject to the VCCI scheme but LED lighting apparatuses are not.
