How is VCCI market sampling test initiated, based on the request of manufactures? Either that or is it initiated no-notice based?

VCCI selects target product and executes the testing by consent of the owner VCCI member. Please refer to Article 4, Normative Annex 3 Rules for Market Sampling Test.
